10/21/2004 Entry: "HP5065A Offset"

After a several-day run against LORAN-C, the HP 5065A offset is measured at 2.8x10^-12. The Austron frequency error currently shows 3x10^-12, so the earlier measurement showing a negative offset corrected itself -- I probably hadn't let things settle long enough.

I've changed the C field setting of the standard from 2.84 down to 2.82 (one minor division) and will restart the run with this setting.
