After solving (I hope) some problems with the GPIB interface between my instruments and data collection PC, I was able to do a long (86 hour) run comparing the HP 5065A to raw GPS 1pps from a Motorola Oncore M12+ Timing receiver.

The offset is, measured three different ways:

Linear -1.42x10^-12
Avg of 1st diff: -1.45x10^-12
Endpoints: -1.45x10^-12
