This will serve as a reminder that during a Communications Emergency 
Situation, "incoming health & welfare traffic" is the lowest priority.  It 
is very difficult, if often not impossible, to find the people to whom 
messages are directed in a disaster area.  Hams should refer anyone 
requesting a ham to send messages INTO a disaster area to contact the Red 
Cross (or national hotlines if/when established) with such request.

Amateur radio's first priority will be EMERGENCY and Priority tactical 
traffic. OUTGOING [FROM the disaster area] Health & Welfare traffic may be 
handled on a secondary basis as the level of priority traffic subsides and 
as additional resources become available.
