I'm not certain of the exact wording of the Agilent exemption. 
Symmetricom's cesium shipping exemption requires that the instrument be 
packaged in the original DOT-approved packaging.  Typically this means that 
either you retain the packaging or contact the factory to send you out a set 
of packaging before returning the unit for service.

Generally, regulation-conscious organizations also make sure that the person 
assembling the packaging and packing the unit has hazmat training, lest 
there be any question about meeting the requirements of the exemption.
