[time-nuts] lunatic fringe time standards

RTL and DTL used 5.0V. I used to service Systron-Donner kit back in the
early 70's, and we had a bunch of RTL and DTL stuff.

I believe RTL was 3.6V.  But I could be wrong, it has happened.
