if you can have the sun shining on one side of the panels, the other 
side can face cold space (at least part of the time), and to a first 
order, you can radiate more power than you collect.  Hotter is better of 
course.. that T^4 term helps a lot.

A few years ago, we were looking at the Prometheus/Jupiter Icy Moons 
Orbiter(JIMO) which was going to carry a 100kWe nuclear reactor.   With 
that kind of power available, you can do all kinds of things, including 
mechanical refrigeration to radiate more heat from a hotter radiator.
