I get much the same for the first few seconds of today:
53736 0.190 127.127.30.0 3345062400.000201999 2006 1 0 0 0 0 rstat 8000 dop

 0.0 nsat 9,4 traim 0 sigma 0 neg-sawtooth 0 sat 000808808000

53736 2.189 127.127.30.0 3345062402.000206999 2006 1 0 0 2 2 rstat 8000 dop
 0.0 nsat 9,4 traim 0 sigma 0 neg-sawtooth 0 sat 000808808000

but if you compare column 2 with column 4, there's no jump. Unlike the end of
yesterday, where column 2 stops, and 4 changes (and it's minute 60).

53735 86398.190 127.127.30.0 3345062398.000207999 2005 365 23 59 58 58 rstat 800

53735 86399.190 127.127.30.0 3345062399.000206999 2005 365 23 59 59 59 rstat 800
0 dop 0.0 nsat 9,4 traim 0 sigma 0 neg-sawtooth 0 sat 000808808000
53735 86399.190 127.127.30.0 3345062400.000207999 2005 365 23 59 60 0 rstat 800
0 dop 0.0 nsat 9,4 traim 0 sigma 0 neg-sawtooth 0 sat 000808808000

So I suspect that just means "there's a leap second today", but it
already happened.

Our leap second flags in ntp are still lit, but I'm guessing that's because
lots of gps set the leap second to be on jan 1, which isn't over yet.

By the time the fireworks were over and I dialed up again, our IRIG
stratum-1s referred to local time were again happy. But I still have to
go reboot the telescope in the morning to reread the year.
