[time-nuts] ntp patches merged into 2.16-rc1-mm5

Possibly of interest to some time nuts, the latest -mm series Linux kernel
from Andrew Morton includes some key ntp patches.  This is a sign of
probable inclusion of these patches in the mainline kernel at some future
date.
