[time-nuts] DST with TrueTime NTS-100

I know this is a little late, but I was impressed at how my old NTS-100
handles daylight savings.

Instead of them hard-coding dates for the time zones (like so many devices
and operating systems do), when you enable DST it gives you the option to
choose the starting & ending times...

Ex: 2nd Sun in Mar @ 2am --- 1st Sun in Nov @ 2am

Kind of made me feel all warm and fuzzy inside.

Now why couldn't everyone do something like that? Even if it was an advanced
option or something?
