Probably because each carrier would decide to use their own standard of
time. Land lines are not always available at a cell tower, it could just be
a simple relay station. GPS gives maximum coverage, good reliability, free
to use, cheap and well developed receiver technology, and allows for a
common standard across the entire US for the cell towers, why reinvent the
wheel?
