The circuit is a Colpitts-type oscillator.  The other elements are for mode
suppression.

The March 1981 issue of Hewlett-Packard Journal explains the entire design
of the 10811 in great detail, including this oscillator circuit.

On the recent topic of warm up, one of the articles in the above issue
mentions that the 10811 is only 100 Hz low at turn-on (as compared to the
10544 which is 1 KHz low at turn-on).   Warm up -- defined by an output
within 0.05 Hz of operating frequency after turn-on -- takes 10 minutes.
