I *think* you will find the part in question uses a 15 volt supply.

I have a short datasheet that lists CO 223.

Does it have 7 pins like a tube socket? If so, here's what is shown 
(clockwise numbering).

1   N/C
2   Case (0V)
3   Case (0V)
4   B+
5   VCO Supply
6   VCO Input
7   VCO return

The last three are an option. Standard voltage is 24 VDC, seems possible 
to be 15 to 32 V optionally.
Picture shows a BNC or SMA for sine output.
