I use the  System.IO.Ports.SerialPort.RtsEnable property

If you're doing input (e.g. looking for a 1pps), I would imagine you'd use the PinChangedEvent.  I haven't tried it or looked at the timing.

These exist in all .NET frameworks from 2.0 onwards.


If you want to use the Windows API directly, EscapeCommFunction(hFile,SETRTS) would presumably work.
