>Initial tuning is not the bugaboo. It's fairly easy to set the frequency
with a synthesizer as a probe into the cavity via the circulator. 

Once within 10Khz or so you then pick up the difference with the cavity
temp. 

You adjust so that the cavity is set within the varactor tuning range.

Remember the cavity is regulated to within .001 degree C to help
stabilize the frequency.

>The external insulating cavity wall is exposed to the differential but
the internal tuned cavity has a vacuum inside and out so there is no
differential pressure on it.

>This Maser does not have cavity auto tune so is a bit less complex in
that regard. Spin exchange tuning is the best way to get to the proper
operating point.
this requires some measurements and then setting the cavity varactor to
the calculated voltage.
