[time-nuts] 4 KV Power Supply Recommendations

I know this list gets pretty obcessive at times, but 4 KV is really not
that high. It certainly requires care, but you won't really get into real
HV issues at normal atmospheric pressure. It's nothing like 20 KV or 50 KV
or higher. Those are HARD.

Pretty much any careful, decent construction techniques will work.
