Getting hard to find a posting about time amid all the OT stuff.

Do some more research. Maybe ask the NAWCC librarian. Or send it to
me and I'll find out, then return it to you in the same box. I'll
pay return shipping for the experience. I have no room to keep large
clocks. Do have a BSME from MIT in 1960. Bought a pneumatic clock
to see how it worked and gave it away.

Western Union got involved in this because they used existing telegraph
lines to do the hourly synchronization. Not likely to be low voltage,
even with a repeater relay in the building.

How do I advance or retard the hands to set the time?

Also how do I test the synchronizer? 

I see two Fahnestock clips that look to connect to the synchronizer
solenoid.

With an appropriate interface can I synchronize it to a GPS 1PPH?
