This organisation seems to be more associated with physical standards.

This organisation claims to be an International body on Earth rotation
and celestial reference frames. Just what standardisation on "legal
time" this holds with countries outside France is unknown as they
don't seem to cite references outside their own organisation.

Perhaps it was a rhetorical question.
