[time-nuts] Another Frequency divider requirement

I was recently playing with a similar situation. In my case the choice
of the counter was key. With  two resistors to bias the input and a DC
blocking cap, i din't need to square anything. For the output, i ran
it directly from the counter with a series resistor and capacitor. It
worked well for my application. A buffer probably won't hurt, in
retrospect i should have added one as well.
