[time-nuts] Time-nut for Congress?

Hello Time-Nuts,

I would like to ask some public policy questions to Congressional
Candidate Brooke Clarke, and because these questions deal with
timekeeping matters, I argue that they are on-topic for this list.

Question 1: Do you feel that legal time in USA should be anchored to a
natural phenomenon independent of man's whim such as mean solar time,
or to a politically malleable man-made artifact such as UTC?  A legal
changeover from the former to the latter has happened a few years ago;
do you agree with that change, or would you support legislation to
reverse it?

Question 2: Do you agree with the practice of "daylight saving time",
or would you support legislation to abolish it?

Question 3: It appears that the despicable proposal currently in front
of the ITU which seeks to redefine UTC to be something that isn't
Universal Time is spearheaded primarily by USA.  Do you agree with
USA's current position in the ITU on the "leap second question", or
would you put forth a bill calling for a 180 degree turn?

Question 4: Another time-nut named Poul-Henning Kamp has been a rabid
supporter of every possible evil scheme to disconnect human social
timekeeping from the natural diurnal cycle, evil schemes ranging from
DST to "leapless UTC".  Would you support a private bill to declare
PHK a terrorist and a persona non grata in USA?

Question 5: What would be your proposed public policy on the issue of
Lightsquared versus GPS?

Question 6: Do you agree with the recent decision to discontinue
LORAN-C services, or would you call for their reinstatement?
