[time-nuts] HP 5065a Rb ref update and question on time scale

When manufacturing the cells for the 5065A receiver package it was not
feasable or cost effective to try and make each cell exactly on
frequency.

With the sythesizer designed the way it was all thay had to do was make
sure that cells would fall within the 0 to +1000X10-10th range. That way
they could be tuned to zero via the synthesizer and C-field. This would
also allow corrections if the time scale was changed.

Early standards like the Varian 4700 or early R20 units did not have
synthesizers. If the time scale changed you had to send the whole
instrument back to the factory and they would install a new cell made to
match the time scale change!

The 117A had a companion unit that had a motor driven 100khz phase
shifter that would turn at a rate to match the new time scale. If the
time scale changed you ordered a new gear from HP to make the rate match!
