It is certainly possible to do a fairly good GPIB interface with an Atmel processor...  no special line drivers needed.  

I implemented a ProLogix clone on my Mega-Donkey.COM LCD touchscreen board.   Even has full HPGL plotter and some PCL printer language support for displaying instrument dumps on the 160x80 LCD screen.
