The long count rollover isn't solstice linked.. it's just a sequential 
day count (think TAI)..that happens to roll over on the same "day" as 
the solstice occurs.. and it only ticks in "days"..


The Mayans had a solar calendar too.. that one is solstice linked.

And just as with discussions in modern times about leap seconds and UTC 
vs TAI, there were political factors at work with respect to the two 
calendars..
