[time-nuts] FE-5680A won't lock

I wondered if they plugged into some atca chassis with airflow.
The lucent units I have each came with a large heat sink. I disliked the
operating temperature. So I shut things down. I can very easily add a nice
heat sink to the unit on the bottom.
