Sounds like you need better antenna.
Try the HP5359A->scope-trigger on a DSO with big buffer (no more
than 3 usec/sample, preferably only 1usec/sample) and heavy averaging,
that should at least tell you if you have any signals at all.

Sounds like weak antenna.
