Then I assume that if the voltage is too low for the negative reference headroom, severe stability problems could result.

It also makes the negative DAC voltage rail. The Tbolt DAC swings from -5V to +5V. Lose the -12V and you can lose oscillator control.

The -12V is only used to support the RS-232 driver. The CPU should be running and you should have discipline even without the -12V
