The best way to attack spammers is to make it unprofitable for them.

Any spam campaigh costs money. If you sht down the site that is being
spammed for, the spam, mer looses any benefit from the campaign.

Sites can be shut down by:

Filling an abuse report with the ISP hosting the spam site. This works,
except can sometimes be defeated by multiple hosting sites. There are so
called "DNS Rotors" that allow multiple hosts for one spaqm site. The all
have to be taken off-line. This requires multiple abuse reports.

Filing an abuse report with the Domain Registrar. A Domain Registrar can
place a domain on Registrar Hold, so anybody trying to access that URL
will get an error like 404. A Registrar can shut down a site forever w/in
perhaps 12 hours allowing for propagation delay in updating the DNSs.

If you do file an abuse report with the Registrar, encourage "universal
default"... shutting down ALL sites that share a credit card, tech
contact, site owner, etc.. with the spammed for site. Some spaqmmers have
thousands of sites registered with one Registrar. This will kill them all.

You can easily look up the hosting ISP and Dmain Registrar using something
like www.xwhois.com or NetworkTools.

YMMV,
