The one I received traced back to a european mail marketing operation.

Not really. Taxes do not 'contrbute' to society. They burden it, like
friction in the system.

Also, in the UK at least, VAT is refunded or not applicable to the
purchaser for export shipments.

There is not a lot of difference between trade among soverign european
states and sovereign US states.
