[time-nuts] Win XP and NIST time

Being an old-timer, I've been running Jag-Air's Nixie Clock
on Windows machines. See:

I've also used GPSCon with an HP Z3801 receiver as a source
for SNTP. The Jag-Air solution is much simpler.

Of course, NTP is more challenging, if that's what you want.
