Cesium fountain and/or ensemble.. driving a processor implementing a 
very high quality random number generator, so that the time is 
*precisely* random.

Actually, I've been casually looking at a thing that can generate pulses 
with a specified phase noise distribution.  It turns out that human 
heartbeats, like most all oscillators, have a fairly well defined phase 
noise/ADEV characteristic, and not only that, but the shape of that 
distribution (as well as some other statistics) are fairly unique to 
each person.
