[time-nuts] Yokogawa TA320 Time Interval Analyzer

Those units (TAS320, TAS520, TAS720) were designed mainly for the
optical drives test and it seems that they are limited to 20ms maximum
time interval measure in time stamp mode, not suitable for PPS
measurements.
