If this is really true then you cancun off the PC's internal clock and
set the PC's clock now  and then with your wrist watch.

OK so maybe you need to track UTC a little more closely.  The question
is (1) What is your accuracy requirement.  Do you need Few tens of
milliseconds or do you need nanoseconds.

You say you are in a "cave" but then talk about CDMA.  Which is it?
What connectivity do you really have?  Is this a tall building with a
south facing window or a mine shaft.  Can you access the Internet?

If you can get any Internet connection and need only to be a few tens
of mSec from UTC then us a set of NTP pool servers
