[time-nuts] NTP Even Second (1/2 PPS) Patch?

I seem to recall seeing a post somewhere about a patch for NTP to work 
with 1 pulse every 2 seconds, but can't seem to google it. Has anybody 
seen such a thing, and where do I find it?
