I would have to make the measurement again with the HP supply off.
I have measured my Rubidium and my GPSDO and never seen anything like this spectra of close-spaced spurious. 
I'll send you some more data direct.

How much line noise is floating around the lab?  What does the spectrum analyzer see if you power off the DUT?
