[time-nuts] GPS jumps of -13.7 us? (TBolt data)

I have a hack patch in my copy of the TBolt driver for ntpd.

Times are local, PST, 8 hours west of UTC.

It's supposed to print them out any time they change.  The data comes from 
packet type 0x58, subtype 5.  I haven't checked to see when those get sent.
