'Refresh' rewrites the EEPROM with the calibration constants that were 
read from it into volatile memory on startup. Normally, after a 
calibration, this is done automatically. There are ways of poking around 
in memory if you use the serial interface and drop into the monitor, 
including manually changing the cal constants. A refresh will then write 
these back to EEPROM. I don't know of any normal use for this command.

As for the batteries, one is for the real-time clock, and one is for the 
measurement memory. The meter will function just fine without either, 
unless, of course, you want to make timed measurements or store those 
measurements for a while.
