[volt-nuts] Fluke 343 as transfer standard

The Fluke 343 supports about a 20mA load and the 7075 has a 10MOhm
input resistance when set to the 100 and 1000 volt input ranges
yielding a worst case current draw of 0.1mA.  At that level, the
loading on the 343 is insignificant.
