Hi Dave,

It looks like these are just 68 volt GE MOVs.

MFR Code is 09214 - GE
Fluke Part  460394
GE part V68MA3A

It limits the voltage from the guard circuit to chassis ground. The unit 
limit is 20 V pp from the front panel.

Should not be too critical.
