Hi there,
 
NS has some small PLL eval boards that are controlled using a paralell  cable 
to your PC.
 
Take a look at the LMX2316 for example. The eval board is $150 - maybe a  bit 
pricey.
 
Analog devices has footprint compatible (but not software compatible!) PLL  
chips that have significantly lower phase noise.
 
Analog has great simulation tools for their parts as well. With a bit of  
soldering experince, you could wire this up and use a micro to program the parts  
rather than the PC.
