Check out MYLYDIA.COM  ... for around $720 ($320 setup plus $0.20 / sq in x 2000 sq in minimum) you can get 115 circuit boards with solder mask and silk screen ($6.30 per board if you can sell them all).   Even if you sell a dozen of them,  it's cheaper than what you are considering...
