[time-nuts] Updated GPS Interface docs available

Hi Rob:

Thanks for the link.  These pdf docs have pretty good bookmarks.  They made it 
easy to find this:  GPS and GNSS Time.  The GPS/GNSS-time relationship is given by,

tGNSS = tE – (A0GGTO + A1GGTO (tE – totGGTO + 604800 (WN – WNotGGTO) + A2GGTO 
(tE – totGGTO + 604800 (WN – WNotGGTO))2)

where tGNSS is in seconds, tE and WN are as defined in Section of 
IS-GPS-200, and the remaining parameters are as defined in Table 20-XI.

Apparently there is a bias offset and drift between GPS time and GNSS time.
