[time-nuts] Do any regulations or laws require time to be accurate within ?x? seconds?

I have a vague recollection that the US Securities and Exchanges 
Commission (http://www.sec.gov/) requires timestamping of trades to within 
three seconds of UTC.  I would ask the SEC and perhaps the Commodities 
Futures Trading Commission (http://www.cftc.gov/).
