Hi

You could use a PIC, but the result would not be very clean. 

Something like a VCXO plus a PIC would be much more likely to produce a useful output. That's already getting close to what's in a GPSDO.

Is a "dirty" 10 KHz useful in the intended application?  Normally not, but there are always exceptions.
