Believe it or not, hydraulic (hydro) water testing is in itself, proven to
weaken the vessel structure.

Over-pressurization will surely weed out the bad units, but can also have a
cumulative (bad) effect of stressing the metal.

Just North of me there's a museum that has working live steam boilers and
many engines.
Every year they pressure test everything carrying steam prior to the annual
steam up.
The test is simply to fill the boiler (or other equipment) with water in
such a way that there is no trapped air and 
then pressurize the system to say 2X or 3X the operating pressure.
If there's a weak spot as soon as it starts to move the pressure drops very
quickly since water does not compress and so 
there's minimal danger.
I don't see why they could not do room temperature pressure test using water
prior to every run?
