Are you and Adam using the same Perseus receiver for your measurements?
Have you looked at another similar type (as in small PCB configuration) and powered (as in from your HP supply) oscillator for comparison?
Not to beat the PS question to death, but does a battery supply change the outcome?

Are you sure you were running it with a clean power supply?
Any 60 Hz ripple on the supply could show up as AM/PM modulation.
You might want to try another 5V power supply before you give up on the oscillator.
