Hi

The 1150 OCXO has an EFC pin on it. The output *should* tune to both sides of 10 MHz.
Since this is an old box, the OCXO may have aged far enough to keep that from happening. 
If the EFC is railed, it is a good bet you need to tune the OCXO with the mechanical trimmer
that is behind the seal screw on the OCXO. If that trimmer is already at limit and you can’t get
to 10 MHz …. not a good thing.
